Debt relief leads are screened on unsecured debt and state, and sold as web leads and live transfers.
The 69 debt relief companies in our directory include settlement and relief providers that buy through their own affiliate programs, call centers that transfer qualified callers, and generators that sell web leads. Every buyer starts with the same screen: enough unsecured debt, in a state it serves.
Debt relief covers debt settlement and consolidation, tax relief, student loan relief and credit repair, with settlement and consolidation the largest share. Most of the 69 companies in our directory sell exclusive real-time leads, and 38 of them also sell live transfers, so calls are central here too.
What sets this market apart is who buys. Seven companies are settlement or relief providers that buy leads and calls directly from affiliates, and they publish the rules: a minimum unsecured debt, a qualified state, and a consumer who asked for help. Several sellers confirm the debt with a soft credit pull, and several call sellers bill only after a set call length.
Juiced lets each debt buyer fund a wallet, set filters and caps by state, debt type and debt amount, and bid above your minimum so the highest bid wins the lead in seconds. Leads no buyer takes go to your own marketplace, where the price falls until someone buys. Delivery is by webhook into the buyer's CRM, email or text.

Counts cover everything each company says it sells, which can include other verticals.
Exclusive leads are offered by 40 of the 69 companies and live transfers by 38, with inbound calls at 31, so a debt seller is expected to offer both a form lead and a call. Aged leads (18) and data or lists (18) are a real secondary market here, and one seller pitches its co-registration leads to call centers with predictive dialers. Juiced distributes web leads, so transfers and inbound calls need separate call tracking.
What debt relief leads are screened for
These are the screens debt relief buyers publish for the leads and calls they accept, and the checks sellers say they run.
- Unsecured debt above a minimum. Nine of the 23 companies that publish debt settlement qualifiers set a minimum unsecured debt, and the providers that buy from affiliates make it a condition of payment. Some name credit card debt specifically, and one excludes mortgages, auto loans, federal student loans and tax debt.
- Debt confirmed, not just stated. Four companies say they verify debt with a soft credit pull, and one call seller shortens its billable buffer when a soft pull has already confirmed the revolving balance. One call seller also has agents confirm the debt and intent on the phone.
- Qualified state. Four companies require a consumer in a qualified state, one provider lists states it will not accept, and one call seller transfers only into states the buyer is licensed in. Twenty-one companies list state among the filters buyers can set.
- Asked for help. Several buyers require a consumer who is actively seeking help with debt, and one provider also wants a caller who can afford a minimum monthly payment and calls during business hours in its operating states.
- Tax relief specifics. Ten companies publish tax relief qualifiers: IRS or state debt above a threshold, income, not already working with another tax firm, not in bankruptcy, and issues such as liens or unfiled returns.
- Consent record and identity. Sixteen companies name a third-party consent certificate service, and a few verify identity or the phone with a one-time code before a lead is sold.
What a debt relief lead has to carry
Twenty-one companies let buyers filter by state, usually the states a buyer is licensed in or accepts, and several add debt amount and debt type. Several companies add credit profile, income, employment and acceptance hours, and tax relief buyers target by amount owed, offer type and time zone.
Every lead type in Juiced starts with ten default fields. Add your own on top, and decide for each one whether it is required and whether the buyer receives it.

What you need to decide on a lead is not what you need to sell it
Every field carries four switches rather than one required flag.
Ping with state, debt_type and unsecured_debt_amount, and on tax relief leads tax_debt_amount, tax_debt_source and unfiled_returns. That is enough for a buyer to check the lead against its debt minimum and state list before bidding, without exposing contact details.
Relief providers buy direct, and they write the rules
Seven companies in our directory are settlement or relief providers that buy leads and calls for their own programs rather than selling them. They recruit affiliates and call centers, and four of them also run wholesale programs where a partner enrolls consumers directly and is paid a commission. Their published requirements are the clearest picture of what a debt lead is worth: a minimum unsecured debt, a qualified state, a consumer seeking help, and for calls, a valid call during business hours.
These buyers pay in several ways. Some pay per qualified lead, some per valid call, some per enrollment, and one pays per enrollment only after the consumer makes a first full monthly payment and will not combine that with per-lead or per-call pay. If you sell to a provider, find out which event it pays on before you buy traffic, because a per-enrollment buyer pays you only for the consumers its own team converts.
- Fifteen companies price per sale or acquisition, a larger share than in any other vertical in our directory, and five use revenue share.
- One provider pays per lead only for identity-verified leads during business hours, and pays per acquisition for after-hours or unverified leads that convert.
- One provider sets eligible states per vertical in the insertion order, so the same lead can be worth paying for in one state and worthless in another.
Calls, transfers and the billable buffer
Twenty-seven companies are call centers or live transfer sellers. Transfer sellers describe agents pre-screening callers against the buyer's criteria, one says its agents confirm the debt and intent before connecting, and a few say they transfer only when the consumer agrees. Six companies bill a call only after a buffer, a set number of seconds or minutes on the line, and one shortens its buffer when a soft credit pull has already verified the balance.
Disputes on calls are settled with recordings. One seller asks the buyer to send back a non-qualifying transfer with its recording, another requires a recording for wrong-number claims, and one reviews recordings, transcripts and call analysis before deciding what is billable. If you sell web leads alongside calls, keep them on separate lead types and agree the billable event for each in writing before traffic starts, as one seller here does.
Consent language and do-not-call: read it closely
Consent records come up constantly in this market. Sixteen companies name a third-party consent certificate service, and a few pass a certificate with every lead or verify it on arrival. Several sellers say they scrub against do-not-call lists before delivery, and three say they also suppress known litigators.
Five companies use consumer consent wording or call scripts saying contact may happen even if the number is on a do-not-call list. Five put responsibility for calling rules on the buyer in their terms. Whether that wording does what the seller intends is a legal question, so buyers here ask for the consent record itself and decide for themselves. The rules are published by the FCC and FTC, and TCPAWorld tracks how courts read them.
Read the agreement, not the homepage
Several companies in this directory say one thing to buyers and another elsewhere. Five have exclusivity claims that conflict with their own consumer pages, FAQs or pricing pages, such as a buyer page promising exclusive leads while the consumer form offers several quotes or says data may go to multiple providers. One says no long-term contracts on its buyer page while its terms set an auto-renewing term.
Shared debt leads are common and sometimes stated plainly: several sell semi-exclusive leads to a capped number of buyers, and one sells settlement and consolidation leads to two companies at once. Neither is wrong if it is written down. If you sell exclusive, say how many buyers see each lead in the agreement, keep the consumer page consistent with it, and expect buyers who have been burned to check.
How Juiced runs a debt relief lead business
Buyers fund a wallet
Each buyer adds funds before leads arrive and is charged as each lead is delivered. Approved returns are credited back to the wallet. No invoices to send and no payments to chase.
Buyers set filters and caps, then bid
Each buyer filters on your fields and caps how many leads they take. They bid above your minimum, and the highest bid wins the lead in seconds.
Delivery goes where the buyer works
By webhook into the buyer’s CRM, by email or by text.
Unsold leads go to your marketplace
A lead no buyer takes is not dropped. It goes to your own marketplace, where its price falls until someone buys it outright or a standing buy order picks it up.

Frequently asked
Who buys debt relief leads?
Settlement and consolidation companies, tax relief firms, credit repair and student loan relief companies, and call centers that resell transfers. Seven companies in our directory are relief providers that buy directly from affiliates for their own programs.
What makes a debt relief lead qualified?
Unsecured debt above the buyer's minimum, a state the buyer serves, and a consumer who asked for help. Some buyers also want the debt confirmed by a soft credit pull or an agent, and tax relief buyers ask about the amount owed, income and whether another firm is involved.
Are debt relief leads exclusive?
Often. Forty of the 69 companies offer exclusive leads, but 14 offer shared leads and several sell semi-exclusive leads to a capped number of buyers. Check the agreement, because several companies' exclusivity claims conflict with their own consumer pages.
Why do debt buyers ask for a soft credit pull?
It confirms the consumer actually carries the unsecured debt they reported. Four companies say they use one, and one call seller bills transfers sooner when the soft pull has already verified the balance.
What is a billable buffer on debt transfers?
A minimum time the caller must stay on the line before the transfer is billable. Six companies use one. Juiced distributes web leads, so transfers need separate call tracking.
How do debt buyers set filters in Juiced?
Buyers set filters and caps. A debt buyer typically filters on state, debt_type and unsecured_debt_amount, and a tax buyer on tax_debt_amount and tax_debt_source, then caps how many leads it takes.
What do debt relief leads sell for?
No prices are published here. Sellers rarely publish them, and what a debt relief lead sells for depends on whether it is exclusive or shared, a web lead or a call, the geography, how fresh it is and how many buyers want it. The pay-per-lead pricing guide shows how to work out your own floor from cost and let buyers bid above it.
Does Juiced handle debt relief calls or live transfers?
No. Juiced distributes web leads and delivers them by webhook, email or text. It does not track or route phone calls, so if calls are part of your product you need call tracking software for that side.
